 My chinese isn't very good but basically this tool helps youchange the logon background without you EVER having to touch the registry. It's very easy to use.

功能 (Features):

The enable option allows you to change the logon background.The disable option restores the logon background back to default with just one click. (打开会把 Registry 变。 你会可以把用户界面变。 关闭会把你的用户界面便返Default的）

Resize the selected image to your current resolution （解像度会自动帮你调节 stretch-to-fit)

Finds the highest JPG compression that would still keep it under 256kb. (Logon backgrounds cannot exceed this size) (会自动把你的图片压紧因为Windows 7 有恨图片的大小一定要不超过256kb)

Saves the selected image as  backgroundDefault.jpg and creates a backup of the original
